Jeffrey Cummings began his legal career in 1987 as a law clerk for the Honorable Ann Claire Williams. During his clerkship, Jeff assisted Judge Williams with the entire range of her civil and criminal cases. In 1989, he became an associate with Miner, Barnhill & Galland. He became a shareholder at the firm in 1995 and has served as the firm’s co-managing partner. Across his 23 years in private practice, Jeff has represented a variety of clients — both plaintiffs and defendants — in a broad range of civil cases. He has tried cases before juries, judges, arbitrators and hearing officers, and has argued fourteen cases before the federal and state appellate courts. Jeff has also served as an Administrative Hearing Officer for the City of Chicago’s Commission on Human Relations where he has presided over approximately fifteen trials concerning claims of discrimination and retaliation, and has issued written findings of fact and conclusions of law.

The following is a summary of the subject areas where his practice has focused.

  • Employment Law

    Jeff has represented individuals and classes of individuals in employment discrimination cases. His clients have been involved in different industries ranging from law enforcement to grocery store workers to packing house workers to executives. His clients’ statutory and constitutional claims have involved various types of discrimination (including race, sex and age), unlawful retaliation, and wage and hour disputes. He has also represented the firm’s not-for-profit and corporate clients in defense of employment discrimination actions.

  • Civil Rights

    Jeff has represented the firm’s clients in voting rights litigation under Section 2 of the Voting Rights Act and in cases involving excessive force, housing discrimination and First Amendment claims. He has been selected by Leading Lawyers as a top lawyer in Civil Rights and Constitutional Law.

  • Healthcare Litigation

    Jeff has worked with George Galland in the representation of Chicago area hospitals. In addition to participating in defense of medical malpractice cases, he has represented hospitals in connection with psychiatric malpractice, defamation, employment discrimination and other tort cases.

  • Corporate Representation

    Jeff has represented the firm’s corporate clients in litigation concerning breach of contract, fraud, commercial tort and personal injury cases.

  • Representation of Not-for-Profit Corporations

    Jeff has represented the firm’s not-for-profit clients before administrative agencies, in labor arbitrations and in court in connection with a variety of claims concerning employment discrimination, collective bargaining disputes and unemployment compensation. He has reviewed and drafted employment policies and employment handbooks for these clients and has also presented anti-harassment training to the clients’ employees.

  • Whistleblower Litigation

    Jeff has represented a number of relators under the False Claims Act who allege that corporate defendants have defrauded the federal and state governments through the submission of false claims. These cases have concerned fraud in the healthcare industry, federal contracting concerning Minority Business Enterprises and the defense industry.
